The OCHA Financial Tracking Service (FTS) compiles what donors and implementing organizations report about response-plan requirements and funding. This page covers only the primary plan inside Syria, at national level.

Funding counts paid contributions and commitments; pledges are excluded. Figures are as reported to FTS and are continuously revised, so every chart names the source and displays its fetch date. Filter the period and download the annual table as CSV or Excel.

Scope and comparison limits

The figures exclude the regional Refugee and Resilience Plan (3RP) and separate event-specific appeals. They are national only, with no governorate breakdown. Sanad consolidates cluster names that changed over time into ten stable display groups while retaining each original FTS label in the certified dataset for audit.
